It is with heavy hearts that we announce the passing of our beloved mother, Karen Philippi, 78, who passed away on Monday, November 3, 2025. She will be dearly missed.
Karen was born on October 14, 1947, and grew up in a loving family of six children to parents John and Elizabeth Herrmann in Philadelphia, Pennsylvania. She was extremely close with her siblings, and some of her happiest memories and favorite stories were of the years she spent growing up with them.
In 1963, Karen moved to Texas when her father began a new position with NASA. She earned a full academic scholarship to Rice University, where she received a Bachelor of Arts in English, followed by a Master of Science in Public Administration from the University of Houston.
Karen built a distinguished career in public service, rising through the ranks at the City of Houston to become Assistant Director of Public Works. Later, she served as City Manager for the cities of Alpine and Royse City, Texas, before retiring in 2008.
In retirement, Karen continued her lifelong dedication to helping others through her work as a Court-Appointed Special Advocate (CASA), passionately advocating for the rights and needs of children in foster care.
Karen was a devoted mother of three children—John Brandon, Elizabeth Anne, and Kathleen Michelle—whom she loved dearly. She was especially proud of her two grandchildren, Connor Kent and Henry James, who affectionately call her “Grammom.”
Karen’s quick wit, gift for storytelling, and generous spirit will be missed by all who knew her. In addition to her children and grandchildren, she is survived by her five siblings—Elizabeth Watson, John Herrmann, Virginia Quinn, Bill Herrmann, and Nancy Haussler—as well as numerous nieces and nephews. She was preceded in death by her parents, John and Elizabeth Herrmann.
Her family wishes to thank all who have reached out with love and support during this time.
